Judge orders Baltimore City prison to produce plan for improvement

A city Circuit Court judge in Baltimore, Maryland, John M. Glynn, ordered state corrections officials on Friday to produce in 30 days a written report that will outline plans to reduce over crowding and slow processing times at the city’s Central Booking and Intake Center. The state-run facility is a centralized jail designed to process arrests made by all city police precincts and is the gateway into the criminal justice system of suspects taken into custody in the city of 640,000 people.

In the last 3 months, over 80 arrestees were released from the Central Booking facility without being formally charged. In April this year, a temporary restaining order was issued by Judge Glynn against the facility to enforce the release of those held more than 24 hours after their intake who did not receive a hearing by a court commissioner. The commissioner sets bail, if granted, and formalizes the charges filed by the arresting officer. The charges are then entered into the state’s computer system where the case is tracked. The hearing also marks the date for the suspect’s right to a speedy trial.

The Friday hearing was called after the city mayor’s office of Martin O’Malley filed a motion to join a lawsuit that was brought by public defenders on behalf of those criminally detained at the facility. In Maryland, a hearing with a court commissioner within 24 hours of being arrested is state law. Judge Glynn presided over that lawsuit which led to the temporary restraining order. The order is to remain in effect until November.

Aides to O’Malley are seeking help from his court to implement and then monitor procedural changes at Central Booking, and made sharp criticisms of state public safety officials. One mayor’s aide said, ”We continue to offer management solutions, and they are accepted. But you know what? I don’t have time to run [Central Booking], nor does the police department.”

Judge Glynn expressed concern during the hearing that a purely judicial remedy may not be the answer, and said, “If I find that it is a hopeless disaster… what can I do about that?” He peppered parties to the suit with questions and suggested there is the possibility that political action, not court intervention, may be needed to solve what city and police officials call inefficient management practices by the state.

Glynn also requested parties to the suit to report back on what happened to the 80+ arrestees who were released so far as a result of the restraining order. The suspect could be re-arrested if officers knew the circumstances of the release, but police say that would take time and money to work out. An arrestee released without seeing a court commissioner has as the only record of the offense the hand written charging document by the officer.

The Maryland attorney general’s office representing the corrections officers said at the hearing that city police are part of the problem by not filing charging documents at Central Booking when the arrestee is delivered and processing begins. The state must accept the prisoners, but cannot move forward without the necessary documents. They also say city police sometimes flood the facility, which can create temporary backlogs.

Central Booking was designed to process 60,000 suspects a year, but currently handles nearly 100,000. It was built to accommodate 900 people at any one time, but normally crowds in 1,200. Arrestees describe conditions in holding cells with no room to sit on the floor, and being crammed in with people who suffer with health problems or drug addicts who vomit from withdrawal.

During the course of the second World War, the Rover Company\’s factory in Coventry was destroyed, this forced them to move to another location and start another automobile factory from scratch. They then created the Land Rover Subsidiary, and because of the limited resources and limited steel rations, they were forced to create a smaller, more economic car that utilized another alloy for its body frame.

The designer of the Land Rover Maurice Wilks wanted to create a 4 wheel drive like Willy\’s Jeep but mainly for agricultural purposes. After a few months of making plans and prototypes they\’ve finally made a vehicle not relying on Jeep parts and has proven to be more efficient. They intended to use the money they made from this to restart their luxury car line. But they found out that the Land Rover was making more sales than their Rover cars.

EARLY MODELS

Series I The first car in production, it was originally designed for farm and light industrial use and had a steel box chassis and aluminium body.

Series II Improved car design, curved side windows and rounded roof which is still the design used for modern Land Rovers, and the first to use the 2.25L petrol engine.

Series IIA The same design as the Series II but features a 2.25L diesel engine.

Series IIA Forward Control The first Land Rover export type vehicle, mounting the cab over the engine to have more space at the back.

Series IIB Forward Control Similar to the IIA Forward Control but utilized a 2.6L diesel engine and fitted with an improved heavy duty wide-track axles for better stability.

Series III Same engine and body and little cosmetic changes, but is the first Land Rover feature synchromesh on four gears and also has improved engine power. Most common Series vehicle with around 440,000 built and the 1 millionth Land Rover in production was a Series III.

Stage One V8 Built using the same components as Series III and Forward Control it is made from the first stage of investment by the British Government to improve the Land Rover. Its improvements made it the first Series III vehicle to have a permanent 4 wheel drive, and later on gave birth to the Land Rover 90 and 110)

Land Rover Defender initially called Land Rover 90 and 110 which reflected its 110 inch and 93 inch wheelbase. It featured modernized mechanisms including a coil springs, modernised interior and a permanent 4WD system and also a 4-cylinder engine which later on was upgraded to a turbodiesel engine.

Land Rover Range Rover a luxury type off-road vehicle which is the flagship model and later on became a separate brand name but is still under Land Rover.

Land Rover Discovery introduced in 1989, this vehicle has undergone 4 generations with improvement on its engine and cosmetics on each generation.

Land Rover Freelander a compact sport utility vehicle and is now on its 2nd generation it differs from the other SUV because it uses a monocoque structure rather than the traditional body-on frame design

RANGE ROVER MODELS

Range Rover Sport started production in 2005 and also on its 2nd generation which featured a supercharged 4.2L all-aluminum Jaguar AJ-V8 engine, cross linked air suspension and the Land Rover patented Terrain Response System.

Range Rover Evoque the latest Range Rover model and is a compact crossover utility vehicle (CVU), production started in 2011 and was made to meet requirements for lower carbon dioxide emissions and fuel economy.

Ever since its creation by the Rover Company, Land Rover has undergone different ownerships, the Rover Company was bought by BMW in 1994 and later in 2000 the Land Rover was sold separately by BMW to Ford and in 2008 Tata Motors purchased Jaguar Motors and Land Rover from Ford.

Witnesses saw truck “rev up and race” before recent Texas oil refinery blast

Witnesses say a truck was idling near the scene of an explosion at a Texas refinery which killed 15 and injured over 100 others on March 23, according to U.S. Chemical Safety and Hazard Investigation Manager Bill Hoyle.

“Witnesses saw vapor in the area of the truck and observed the engine begin to rev up and race,” Hoyle’s statement said. “This behavior by a diesel engine indicates the presence of a flammable atmosphere entering the air intake. A driver reported trying to shut off the engine but was unable to do so.” Hoyle’s statement continued, “There are multiple possible sources of ignition in an operating refinery unit and we have made no determination about the ignition source at this time.”

The investigation has been delayed by BP and Occupational Safety & Health Administration officials, who are trying to preserve evidence at the site for their investigation. They are also concerned about further injuries from hazards left over from the explosion, such as falling debris and unstable structures. The Environment Protection Agency also detected benzene in the atmosphere over the plant, which was treated with a layer of foam.

BP has retained control of the plant since the March 23 accident. Police arrived quickly the day of the explosion, but left after the initial emergency was over.

“Our officers could respond over there, but they don’t have a clue,” Texas City police Sgt. Curtis Pope told the Houston Chronicle. “The fact is they have chemical and equipment hazards. We don’t know the chemicals.”

The 7th Taipei International Hardware & DIY Show, organized by Kaigo Taiwan (The representative of Koelnmesse in Taiwan) and Koelnmesse GmbH, started on October 18-20 at Taipei World Trade Center Exhibition Hall 3. This show has 183 participants using 300 booths to exhibit accessories and tools on esoteric fabricating, home-living applications, and security.

With people in Taiwan valuing on the quality of home-living, the organizer set a pre-show pavilion of “2008 Taipei Home & Lifestyle Fair” and invited B&Q & HomeBox holding DIY workshops for visitors.

This exhibition is conjuncted with industry and applications, and pursuing with three main topics of “Quality, Innovation and Competitiveness”. International factories such as Hitachi, Rexon, Ryobi participated this show for the export opportunity in the hardware industry.

Police report drug haul seizure worth up to £30 million in Brownhills, England

Police in the West Midlands in England today said nearly 200 kilograms worth of drugs with value possibly as great as £30 million (about US$49 million or €36 million) has been seized from a unit in the town of Brownhills. In what an officer described as “one of the largest [seizures] in the force’s 39 year history”, West Midlands Police reported recovering six big cellophane-wrapped cardboard boxes containing cannabis, cocaine, and MDMA (“ecstasy”) in a police raid operation on the Maybrook Industrial Estate in the town on Wednesday.

The seized boxes, which had been loaded onto five freight pallets, contained 120 one-kilogram bags of cannabis, 50 one-kilogram bags of MDMA, and five one-kilogram bricks of cocaine. In a press release, West Midlands Police described what happened after officers found the drugs as they were being unloaded in the operation. “When officers opened the boxes they discovered a deep layer of protective foam chips beneath which the drugs were carefully layered”, the force said. “All the drugs were wrapped in thick plastic bags taped closed with the cannabis vacuum packed to prevent its distinctive pungent aroma from drawing unwanted attention.” Police moved the drugs via forklift truck to a flatbed lorry to remove them.

Detective Sergeant Carl Russell of West Midlands Police’s Force CID said the seizure was the largest he had ever made in the 24 years he has been in West Midlands Police and one of the biggest seizures the force has made since its formation in 1974. “The impact this seizure will have on drug dealing in the region and the UK as a whole cannot be underestimated”, he said. “The drugs had almost certainly been packed to order ready for shipping within Britain but possibly even further afield. Our operation will have a national effect and we are working closely with a range of law enforcement agencies to identify those involved in this crime at whatever level.”

Expert testing on the drugs is ongoing. Estimates described as “conservative” suggest the value of the drugs amounts to £10 million (about US$16.4 million or €12 million), although they could be worth as much as £30 million, subject to purity tests, police said.

Police arrested three men at the unit on suspicion of supplying a controlled drug. The men, a 50-year-old from Brownhills, a 51-year-old from the Norton area of Stoke-on-Trent in Staffordshire, and one aged 53 from Brownhills, have been released on bail as police investigations to “hunt those responsible” continue. West Midlands Police told Wikinews no person has yet been charged in connection with the seizure. Supplying a controlled drug is an imprisonable offence in England, although length of jail sentences vary according to the class and quantity of drugs and the significance of offenders’ roles in committing the crime.

Nottingham Express Transit extensions get Government approval

Phase two of Nottingham, England’s Express Transit system (NET) received a boost last Thursday, when it was announced that the Government had approved both of the proposed additional lines to extend the network further into the Nottinghamshire area. Construction of the two lines, which will take the system to Chilwell and Clifton, could begin before the end of the year.

The plans were originally turned down on cost grounds, but following successful negotiations between Nottingham City Council and the two companies bidding to construct the line enough savings have been found to allow the scheme to receive the green light. Around 20% is now believed to have been saved from the cost of the project, though no exact figures of either the original cost or savings made have been announced by the council, and according to a transport boss the project has had no changes made to it to accommodate these.

The routes, the vehicles or the infrastructure will not be affected by the reduced budget. Quality, reliability and safety is paramount to the success of the existing route and this ethos will be replicated on lines two and three.

Under the private finance initiative (PFI) deal, which is how the funding for phase 2 will be secured, private firms bid to win the contract to build and run the tram network, before then later leasing it back to the council who pay for its use on an ongoing basis. The two consortia bidding to build and operate the network are Tramlink Nottingham and Arrow Connect, the preferred bidder of which will appointed in the near future.

However, despite the news of the approval for the lines by the Government, the final hurdle has not yet been jumped, and they could still never make it off the drawing board. The announcement only means that Nottingham City Council — who are the sole promoters of the scheme following the withdrawal of the Tory-led County Council — can continue the process and, if the final business case is given full approval, will then be able to award the concessionaire contract to the successful bidder.

The NET system was opened in March 2004, and the original line, Line One, runs for a distance of 14km between Hucknall and Nottingham City Centre, with a short spur also serving Phoenix Park — near to the M1 motorway. Once completed, Lines Two and Three, operating to Clifton via Wilford and Chilwell via the Queen’s Medical Centre and Beeston, will continue on from the current terminus at Station Street, over a new bridge across Nottingham railway station, and diverge to their separate termini shortly afterwards. The lines will add a further 17.4km to the network.

After making the announcement on Thursday, Transport Minister Norman Baker said: “Line One of the Nottingham tram has proved to be a great success in encouraging people on to public transport. These proposed extensions provide the opportunity to continue this success, and give people in the south of Nottingham quicker, more convenient access to the city centre, as well as helping to regenerate sections of the city.

“Following the spending review last year, we challenged Nottingham City Council to look again at the cost of the Nottingham light rail extension, to be funded through the private finance initiative, to ensure we get maximum value for every pound we spend.

“The Department has been working closely with the local authority involved to ensure this project is affordable. I am delighted that the Council has risen to the challenge and has identified savings from its original estimated costs.

“By finding savings, I can confirm that we are today allowing this project to move another step forward within our funding approval process.”

Nottingham City Council’s Chief Executive Jane Todd also commented: “This is a very positive development. We have worked hard with government to ensure that NET phase two is delivered as cost effectively as possible. A preferred bidder will now be appointed in the very near future who will work with the council to finalise contracts which will hopefully be signed later in the summer. NET Phase Two is crucial for the future of Nottingham’s economy and to attract new jobs to the City”.

If final approval is given for the lines, construction work will begin before the end of the year, with a view to the extended system opening in 2014.

Sunday, Wikinews sat down with Australian blind Paralympic skier Jessica Gallagher and her guide Eric Bickerton who are participating in a national team training camp in Vail, Colorado.

((Wikinews)) This is Jessica Gallagher. She’s competing at the IPC NorAm cup this coming week.

Jessica Gallagher: I’m not competing at Copper Mountain.

((WN)) You’re not competing?

Jessica Gallagher: No.

((WN)) You’re just here?

Jessica Gallagher: We’re in training. I’ve got a race at Winner Park, but we aren’t racing at Copper.

((WN)) So. Your guide is Eric Bickerton, and he did win a medal in women’s downhill blind skiing.

Jessica Gallagher: Yes!

((WN)) Despite the fact that he is neither a woman nor blind.

Jessica Gallagher: No, he loves telling people that he was the first Australian female Paralympic woman to win a medal. One of the ironies.

((WN)) The IPC’s website doesn’t list guides on their medal things. Are they doing that because they don’t want — you realise this is not all about you per se — Is it because they are trying to keep off the able bodied people to make the Paralympics seem more pure for people with disabilities?

Jessica Gallagher: Look, I don’t know but I completely disagree if they don’t have the guides up there. Because it’s pretty plain and simple: I wouldn’t be skiing if it wasn’t with him. Being legally blind you do have limitations and that’s just reality. We’re certainly able to overcome most of them. And when it comes to skiing on a mountain the reason I’m able to overcome having 8 per cent vision is that I have a guide. So I think it’s pretty poor if they don’t have the information up there because he does as much work as I do. He’s an athlete as much as I am. If he crashes we’re both out. He’s drug tested. He’s as important as I am on a race course. So I would strongly hope that they would put it up there. Here’s Eric!
Eric Bickerton: Pleased to met you.

((WN)) We’ve been having a great debate about whether or not you’ve won a medal in women’s blind downhill skiing.

Eric Bickerton: Yes, I won it. I’ve got it.

((WN)) I found a picture of you on the ABC web site. Both of you were there, holding your medals up. The IPC’s web site doesn’t credit you.

Jessica Gallagher: I’m surprised by that.
Eric Bickerton: That’s unusual, yeah.

((WN)) One of the things that was mentioned earlier, most delightful about you guys is you were racing and “we were halfway down the course and we lost communication!” How does a blind skier deal with…

Jessica Gallagher: Funny now. Was bloody scary.

((WN)) What race was that?

Jessica Gallagher: It was the Giant Slalom in Vancouver at the Paralympics. Actually, we were talking about this before. It’s one of the unique aspects of wearing headsets and being able to communicate. All the time while we were on the mountain earlier today, Eric had a stack and all he could hear as he was tumbling down was me laughing.
Eric Bickerton: Yes… I wasn’t feeling the love.
Jessica Gallagher: But um… what was the question please?

((WN)) I couldn’t imagine anything scarier than charging down the mountain at high speed and losing that communications link.

Jessica Gallagher: The difficulty was in the Giant Slalom, it was raining, and being used to ski racing, I had never experienced skiing in the rain, and as soon as I came out of the start hut I lost all my sight, which is something that I had never experienced before. Only having 8 per cent you treasure it and to lose all of it was a huge shock. And then when I couldn’t hear Eric talking I realised that our headsets had malfunctioned because they’d actually got rain into them. Which normally wouldn’t happen in the mountains because it would be snow. So it was the scariest moment of my life. Going down it was about getting to the bottom in one piece, not racing to win a medal, which was pretty difficult I guess or frustrating, given that it was the Paralympics.

((WN)) I asked the standing guys upstairs: who is the craziest amongst all you skiers: the ones who can’t see, the ones on the mono skis, or the one-legged or no-armed guys. Who is the craziest one on the slopes?

Jessica Gallagher: I think the completely blind. If I was completely blind I wouldn’t ski. Some of the sit skiers are pretty crazy as well.

((WN)) You have full control over your skis though. You have both legs and both arms.

Jessica Gallagher: True, but you’ve got absolutely no idea where you’re going. And you have to have complete reliance on a person. Trust that they are able to give you the right directions. That you are actually going in the right direction. It’s difficult with the sight that I have but I couldn’t imagine doing it with no sight at all.

((WN)) The two of you train together all the time?

Eric Bickerton: Pretty well, yes.
Jessica Gallagher: Yes, everything on snow basically is together. One of the difficult things I guess is we have to have that 100 per cent communication and trust between one another and a lot of the female skiers on the circuit, their guide is their husband. That’s kind of a trust relationship. Eric does say that at times it feels like we’re married, but…
Eric Bickerton: I keep checking for my wallet.
Jessica Gallagher: …it’s always about constantly trying to continue to build that relationship so that eventually I just… You put your life in his hands and whatever he says, you do, kind of thing.

((WN)) Of the two sport, winter sports and summer sports person, how do you find that balance between one sport and the other sport?

Jessica Gallagher: It’s not easy. Yeah, it’s not easy at all. Yesterday was my first day on snow since March 16, 2010. And that was mainly because of the build up obviously for London and the times when I was going to ski I was injured. So, to not have skied for that long is obviously a huge disadvantage when all the girls have been racing the circuit since… and it’s vice versa with track and field. So I’ve got an amazing team at the Victorian Institute of Sport. I call them my little A Team of strength and mission coach, physio, osteopath, soft tissue therapist, sport psychologist, dietician. Basically everyone has expertise in the area and we come together and having meetings and plan four years ahead and say at the moment Sochi’s the goal, but Rio’s still in the back of the head, and knowing my body so well now that I’ve done both sports for five years means that I can know where they’ve made mistakes, and I know where things have gone really well, so we can plan ahead for that and prepare so that the things that did go wrong won’t happen again. To make sure that I get to each competition in peak tone.

((WN)) What things went wrong?

Jessica Gallagher: Mainly injuries. So, that’s the most difficult thing with doing two sports. Track and field is an explosive power; long jump and javelin are over four to six seconds of maximum effort. Ski racing, you are on a course, for a minute to a minute and a half, so it’s a speed endurance event. And the two couldn’t be further apart in terms of the capabilities and the capacities that you need as an athlete. So one of the big things I guess, after the Vancouver campaign, being in ski boots for so long, I had lost a lot of muscle from my calves so they weren’t actually firing properly, and when you’re trying to run and jump and you don’t have half of your leg working properly it makes it pretty difficult to jump a good distance. Those kind of things. So I’m skiing now but when I’m in a gym doing recovery and rehab or prehab stuff, I’ve got calf raising, I’ve got hamstring exercises because I know they’re the weaker areas that if I’m not working on at the moment they’re two muscle groups that don’t get worked during ski. That I need to do the extra stuff on the side so that when I transition back to track and field I don’t have any soft tissue injuries like strains because of the fact that I know they’re weaker so…

((WN)) Do you prefer one over the other? Do you say “I’d really rather be out on the slopes than jogging and jumping the same…

Jessica Gallagher: I get asked that a lot. I think I love them for different reasons and I hate them for different reasons so I think at the end of the day I would prefer ski racing mainly because of the lifestyle. I think ski racing is a lot harder than track and field to medal in but I love the fact that I get to come to amazing resorts and get to travel the world. But I think, at the end of the day I get the best of both worlds. By the time my body has had enough of cold weather and of traveling I get to go home and be in the summer and be on a track in such a stable environment, which is something that visually impaired people love because it’s familiar and you know what to expect. Whereas in this environment it’s not, every racecourse we use is completely different.

((WN)) I heard you were an average snowboarder. How disappointed were you when you when they said no to your classifications?

Jessica Gallagher: Very disappointed! For Sochi you mean?

((WN)) Yes

Jessica Gallagher: Yeah. I mean we weren’t really expecting it. Mainly because they’ve brought in snowboard cross, and I couldn’t imagine four blind athletes and four guides going down the same course together at the same time. That would be a disaster waiting to happen. But I guess having been a snowboarder for… as soon as we found snowboarding had been put in, I rang Steve, the head coach, and said can we do snowboarding? When I rang Steve I said, don’t worry, I’ve already found out that Eric can snowboard. It would have been amazing to have been able to compete in both. Maybe next games.

((WN)) So you also snowboard?

Eric Bickerton: Yes.

((WN)) So she does a lot of sports and you also do a crazy number of sports?

Eric Bickerton: Uh, yeah?

((WN)) Summer sports as well as winter sports?

Eric Bickerton: Me?

((WN)) Yes.

Eric Bickerton: Through my sporting career. I’ve played rugby union, rugby league, soccer, early days, I played for the Australian Colts, overseas, rugby union. I spend most of my life sailing competitively and socially. Snow skiing. Yeah. Kite boarding and trying to surf again.

((WN)) That’s a lot of sports! Does Jessica need guides for all of them?

Eric Bickerton: I’ve played sport all my life. I started with cricket. I’ve played competition squash. I raced for Australia in surfing sailing. Played rugby union.

((WN)) Most of us have played sport all our lives, but there’s a difference between playing sport and playing sport at a high level, and the higher level you go, the more specialized you tend to become. And here [we’re] looking at two exceptions to that.

Eric Bickerton: I suppose that I can round that out by saying to you that I don’t think that I would ever reach the pinnacle. I’m not prepared to spend ten years dedicated to that one thing. And to get that last ten per cent or five percent of performance at that level. That’s what you’ve got to do. So I’ll play everything to a reasonable level, but to get to that really, really highest peak level you have to give up everything else.

((WN)) When you go to the pub, do your mates make fun of you for having a medal in women’s blind skiing?

Eric Bickerton: No, not really.
Jessica Gallagher: Usually they say “I love it!” and “This is pretty cool!”
Eric Bickerton: We started at the Olympics. We went out into the crowd to meet Jess’ mum, and we had our medals. There were two of us and we were waiting for her mum to come back and in that two hour period there was at least a hundred and fifty people from all over the world who wore our medals and took photographs. My medal’s been all over Australia.

((WN)) Going to a completely different issue, blind sports have three classifications, that are medical, unlike everybody else, who’ve got functional ability [classifications]. You’ve got the only medical ones. Do you think the blind classifications are fair in terms of how they operate? Or should there be changes? And how that works in terms of the IPC?

Jessica Gallagher: Yeah. I think the system they’ve got in place is good, in terms of having the three classes. You’ve got completely blind which are B1s, less than 5 percent, which are B2, and less than 10 percent is a B3. I think those systems work really well. I guess one of the difficult things with vision impairment is that there are so many diseases and conditions that everyone’s sight is completely different, and they have that problem with the other classes as well. But in terms of the class system itself I think having the three works really well. What do you think?
Eric Bickerton: I think the classification system itself’s fine. It’s the one or two grey areas, people: are they there or are they there?

((WN)) That affected you in Beijing.

Jessica Gallagher: Yeah. That was obviously really disappointing, but, ironic as well in that one of my eyes is point zero one of a percent too sighted, so one’s eligible, the other’s just outside their criteria, which left me unable to compete. Because my condition is degenerative. They knew that my sight would get worse. I guess I was in a fortunate position where once my sight deteriorated I was going to become eligible. There are some of the classes, if you don’t have a degenerate condition, that’s not possible. No one ever wants to lose their best sight, but that was one positive.

((WN)) On some national competitions they have a B4 class. Do you think those should be eligible? In terms of the international competition?

Jessica Gallagher: Which sports have B4s?

((WN)) There’s a level down, it’s not used internationally, I think it’s only used for domestic competitions. I know the UK uses it.

Jessica Gallagher: I think I… A particular one. For social reasons, that’s a great thing, but I think if it’s, yeah. I don’t know if I would… I think socially to get more Paralympic athletes involved in the sport if they’ve got a degenerative condition on that border then they should be allowed to compete but obviously… I don’t think they should be able to receive any medals at a national competition or anything like that. So I was, after Beijing, I was able to fore-run races. I was able to transition over to skiing even though at that stage I wasn’t eligible. So that was great for us. The IPC knew that my eyesight was going to get worse. So I was able to fore-run races. Which was a really good experience for us, when we did get to that level. So I think, with the lack of numbers in Paralympic sport, more that you should encourage athletes and give them those opportunities, it’s a great thing. But I guess it’s about the athletes realizing that you’re in it for the participation, and to grow as an athlete rather than to win medals. I don’t think the system should be changed. I think three classes is enough. Where the B3 line is compared with a B4 is legally blind. And I think that covers everything. I think that’s the stage where you have low enough vision to be considered a Paralympic sport as opposed to I guess an able bodied athlete. And that’s with all forms of like, with government pensions, with bus passes, all that sort of stuff, that the cut off line is legally blind, so I think that’s a good place to keep it.

((WN)) Veering away from this, I remember watching the Melbourne Cup stuff on television, and there you were, I think you were wearing some hat or something.

Jessica Gallagher: Yeah, my friend’s a milliner. They were real flowers, real orchids.

((WN)) Are you basically a professional athlete who has enough money or sponsorship to do that sort of stuff? I was saying, there’s Jessica Gallagher! She was in London! That’s so cool!

Jessica Gallagher: There are two organizations that I’m an ambassador for, and one of them is Vision Australia, who were a charity for the Melbourne Cup Carnival. So as part of my ambassador role I was at the races helping them raise money. And that involves media stuff, so that was the reason I was there. I didn’t get paid.

((WN)) But if you’re not getting paid to be a sponsor for all that is awesome in Australia, what do you do outside of skiing, and the long jump, and the javelin?

Jessica Gallagher: I’m an osteopath. So I finished my masters’ degree in 2009. I was completing a bachelor’s and a masters. I was working for the Victorian Institute of Sport guiding program but with the commitment to London having so much travel I actually just put everything on hold in terms of my osteo career. There’s not really enough time. And then the ambassador role, I had a few commitments with that, and I did motivational speaking.

((WN)) That’s very cool. Eric, I’ve read that you work as a guide in back country skiing, and all sorts of crazy stuff like that. What do you do when you’re not leading Jessica Gallagher down a ski slope?

Eric Bickerton: I’m the Chief Executive of Disabled Winter Sports Australia. So we look after all the disability winter sports, except for the Paralympics.
Jessica Gallagher: Social, recreational…

((WN)) You like that? You find it fulfilling?

Eric Bickerton: The skiing aspect’s good. I dunno about the corporate stuff. I could give that a miss. But I think it is quite fulfilling. Yeah, they’re a very good group of people there who enjoy themselves, both in disabilities and able bodied. We really need guides and support staff.

((WN)) Has it changed over the last few years?

Eric Bickerton: For us?

((WN)) Being a guide in general? How things have changed or improved, have you been given more recognition?

Eric Bickerton: No. I don’t see myself as an athlete. Legally we are the athlete. If I fail, she fails. We ski the exact same course. But there’s some idiosyncrasies associated with it. Because I’m a male guiding, I have to ski on male skis, which are different to female skis, which means my turn shape I have to control differently so it’s the same as her turn shape. It’s a little bit silly. Whereas if I was a female guiding, I’d be on exactly the same skis, and we’d be able to ski exactly the same all the way through. In that context I think the fact that Jess won the medal opened the eyes to the APC about visual impairment as a definite medal contending aspect. The biggest impediment to the whole process is how the Hell do you get a guide who’s (a) capable, (b) available and (c) able to fund himself. So we’re fortunate that the APC pushed for the recognition of myself as an athlete, and because we have the medal from the previous Olympics, we’re now tier one, so we get the government funding all way through. Without that two years before the last games, that cost me fifteen, sixteen months of my time, and $40,000 of cash to be the guide. So while I enjoyed it, and well I did, it is very very hard to say that a guide could make a career out of being a guide. There needs to be a little bit more consideration of that, a bit like the IPC saying no you’re not a medal winner. It’s quite a silly situation where it’s written into the rules that you are both the athlete and yet at the same time you’re not a medal winner. I think there’s evolution. It’s growing. It’s changing. It’s very, very difficult.

((WN)) Are you guys happy with the media coverage on the winter side? Do you think there’s a bias — obviously there is a bias towards the Summer Paralympics. Do the winter people get a fair shake?

Eric Bickerton: I think it’s fair. It’s reasonable. And there’s certainly a lot more than what it used to be. Winter sports in general, just from an Australian perspective is something that’s not well covered. But I’d say the coverage from the last Paralympics, the Para Winter Olympics was great, as far as an evolution of the coverage goes.

((WN)) Nothing like winning a medal, though, to lift the profile of a sport.

Jessica Gallagher: And I think that certainly helped after Vancouver. Not just Paralympics but able bodied with Lydia [Lassila] and Torah [Bright] winning, and then to have Eric and I win a medal, to finally have an Aussie female who has a winter Paralympic medal. I guess there can be misconceptions, I mean the winter team is so small in comparison to the summer team, they are always going to have a lot more coverage just purely based on numbers. There were 160 [Australian] athletes that were at London and not going to be many of us in Sochi. Sorry. Not even ten, actually.
Eric Bickerton: There’s five athletes.
Jessica Gallagher: There’s five at the moment, yeah. So a lot of the time I think with Paralympic sport, at the moment, APC are doing great things to get a lot of coverage for the team and that, but I think also individually, it’s growing. I’ve certainly noticed a lot more over the past two years but Eric and I are in a very unique situation. For me as well being both a summer and a winter Paralympian, there’s more interest I guess. I think with London it opened Australia and the word’s eyes to Paralympic sport, so the coverage from that hopefully will continue through Sochi and I’ll get a lot more people covered, but I know prior to Beijing and Vancouver, compared to my build up to London, in terms of media, it was worlds apart in terms of the amount of things I did and the profile pieces that were created. So that was great to see that people are actually starting to understand and see what it’s like.

Two nuclear submarines collide in the Atlantic Ocean

The Nuclear ballistic missile submarines Triomphant, from France, and HMS Vanguard, of the British Royal Navy, collided deep under the middle of the Atlantic Ocean in the middle of the night between February 3 and 4, despite both vessels being equipped with sonar. The collision caused damage to both vessels but it did not release any radioactive material, a Ministry of Defence (MOD) official confirmed Monday.

A Ministry of Defence spokesman said nuclear security had not been breached. “It is MOD policy not to comment on submarine operational matters, but we can confirm that the U.K.’s deterrent capability was unaffected at all times and there has been no compromise to nuclear safety. Triomphant had struck ‘a submerged object (probably a container)’ during a return from a patrol, damaging the sonar dome on the front of the submarine,” he said.

A French navy spokesman said that “the collision did not result in injuries among the crew and did not jeopardise nuclear security at any moment.” Lack of communication between France and other members of NATO over the location of their SLBM deterrents is believed to be another reason for the crash.

According to Daily Mail, the vessels collided 1,000ft underwater in the Bay of Biscay (Golfe de Gascogne; Golfo de Vizcaya and Mar Cantábrico), a gulf of the North Atlantic Ocean. It lies along the western coast of France from Brest south to the Spanish border, and the northern coast of Spain west to Punta de Estaca de Bares, and is named for the Spanish province of Biscay, with average depth of 5,723 feet (1,744 m) and maximum depth is 9,151 feet (2,789 m).

Each submarine is laden with missiles powerful enough for 1,248 Hiroshima bombings, The Independent said.

It is unlikely either vessel was operating its active sonar at the time of the collision, because the submarines are designed to “hide” while on patrol and the use of active sonar would immediately reveal the boat’s location. Both submarines’ hulls are covered with anechoic tile to reduce detection by sonar, so the boats’ navigational passive sonar would not have detected the presence of the other.

Lee Willett of London’s Royal United Services Institute said “the NATO allies would be very reluctant to share information on nuclear submarines. These are the strategic crown jewels of the nation. The whole purpose of a sea-based nuclear deterrent is to hide somewhere far out of sight. They are the ultimate tools of national survival in the event of war. Therefore, it’s the very last thing you would share with anybody.”

First Sea Lord Admiral Sir Jonathon Band GCB, ADC of the United Kingdom, the most senior serving officer in the Royal Navy, said that “…the submarines came into contact at very low speed. Both submarines remained safe. No injuries occurred. We can confirm the capability remains unaffected and there was no compromise to nuclear safety.”

“Both navies want quiet areas, deep areas, roughly the same distance from their home ports. So you find these station grounds have got quite a few submarines, not only French and Royal Navy but also from Russia and the United States. Navies often used the same nesting grounds,” said John H. Large, an independent nuclear engineer and analyst primarily known for his work in assessing and reporting upon nuclear safety and nuclear related accidents and incidents.

President of the Royal Naval Association John McAnally said that the incident was a “one in a million chance”. “It would be very unusual on deterrent patrol to use active sonar because that would expose the submarine to detection. They are, of course, designed to be very difficult to detect and one of the priorities for both the captain and the deterrent patrol is to avoid detection by anything,” he said.

The development of stealth technology, making the submarines less visible to other vessels has properly explained that a submarine does not seem to have been able to pick out another submarine nearly the length of two football pitches and the height of a three-story building.

“The modus operandi of most submarines, particularly ballistic-missile submarines, is to operate stealthily and to proceed undetected. This means operating passively, by not transmitting on sonar, and making as little noise as possible. A great deal of technical effort has gone into making submarines quiet by reduction of machinery noise. And much effort has gone into improving the capability of sonars to detect other submarines; detection was clearly made too late or not at all in this case,” explained Stephen Saunders, the editor of Jane’s Fighting Ships, an annual reference book (also published online, on CD and microfiche) of information on all the world’s warships arranged by nation, including information on ship’s names, dimensions, armaments, silhouettes and photographs, etc.

According to Bob Ayres, a former CIA and US army officer, and former associate fellow at Chatham House, the Royal Institute of International Affairs, however, the submarines were not undetectable, despite their “stealth” technology. “When such submarines came across similar vessels from other navies, they sought to get as close as possible without being detected, as part of routine training. They were playing games with each other – stalking each other under the sea. They were practising being able to kill the other guy’s submarine before he could launch a missile.Because of the sound of their nuclear reactors’ water pumps, they were still noisier than old diesel-electric craft, which ran on batteries while submerged. The greatest danger in a collision was the hull being punctured and the vessel sinking, rather than a nuclear explosion,” Ayres explained.

Submarine collisions are uncommon, but not unheard of: in 1992, the USS Baton Rouge, a submarine belonging to the United States, under command of Gordon Kremer, collided with the Russian Sierra-class attack submarine K-276 that was surfacing in the Barents Sea.

In 2001, the US submarine USS Greeneville surfaced and collided with Japanese fishing training ship Ehime Maru (????), off the coast of Hawaii. The Navy determined the commanding officer of Greeneville to be in “dereliction of duty.”

The tenth HMS Vanguard (S28) of the British Royal Navy is the lead boat of her class of Trident ballistic missile-capable submarines and is based at HMNB Clyde, Faslane. The 150m long, V-class submarine under the Trident programme, has a crew of 135, weighs nearly 16,000 tonnes and is armed with 16 Trident 2 D5 ballistic missiles carrying three warheads each.

It is now believed to have been towed Monday to its naval base Faslane in the Firth of Clyde, with dents and scrapes to its hull. Faslane lies on the eastern shore of Gare Loch in Argyll and Bute, Scotland, to the north of the Firth of Clyde and 25 miles west of the city of Glasgow.

Vanguard is one of the deadliest vessels on the planet. It was built at Barrow-in-Furness by Vickers Shipbuilding and Engineering Ltd (now BAE Systems Submarine Solutions), was launched on 4 March, 1992, and commissioned on 14 August, 1993. The submarine’s first captain was Captain David Russell. In February 2002, Vanguard began a two-year refit at HMNB Devonport. The refit was completed in June 2004 and in October 2005 Vanguard completed her return to service trials (Demonstration and Shakedown Operations) with the firing of an unarmed Trident missile.

“But the periscopes are useless at that depth. It’s pitch black after a couple of hundred feet. The crash could have been a coincidence — some people win the lottery — but it’s much more possible that one vessel was chasing the other, trying to figure out what it was,” Pike explained.

Captain of HMS Vanguard, Commander Richard Lindsey said his men would not be there if they couldn’t go through with it. “I’m sure that if somebody was on board who did not want to be here, they would have followed a process of leaving the submarine service or finding something else to do in the Navy,” he noted.

The Triomphant is a strategic nuclear submarine, lead ship of her class (SNLE-NG). It was laid down on June 9, 1989, launched on March 26, 1994 and commissioned on March 21, 1997 with homeport at Île Longue. Equipped with 16 M45 ballistic missiles with six warheads each, it has 130 crew on board. It was completing a 70-day tour of duty at the time of the underwater crash. Its fibreglass sonar dome was damaged requiring three or four months in Drydock repair. “It has returned to its base on L’Ile Longue in Brittany on Saturday under its own power, escorted as usual by a frigate,” the ministry said.

A Ballistic missile submarine is a submarine equipped to launch ballistic missiles (SLBMs). Ballistic missile submarines are larger than any other type of submarine, in order to accommodate SLBMs such as the Russian R-29 or the American Trident.

The Triomphant class of strategic missile submarines of the French Navy are currently being introduced into service to provide the sea based component (the Force Océanique Stratégique) of the French nuclear deterrent or Force de frappe, with the M45 SLBM. They are replacing the Redoutable-class boats. In French, they are called Sous-Marin Nucléaire Lanceur d’Engins de Nouvelle Génération (“SNLE-NG, literally “Device-launching nuclear submarine of the new generation”).

They are roughly one thousand times quieter than the Redoutable-class vessels, and ten times more sensitive in detecting other submarines [1]. They are designed to carry the M51 nuclear missile, which should enter active service around 2010.

Repairs for both heavily scraped and dented, missile-laden vessels were “conservatively” estimated to cost as much as €55m, with intricate missile guidance systems and navigation controls having to be replaced, and would be met by the French and British taxpayer, the Irish Independent reported.

Many observers are shocked by the deep sea disaster, as well as the amount of time it took for the news to reach the public. ”Two US and five Soviet submarine accidents in the past prove that the reactor protection system makes an explosion avoidable. But if the collision had been more powerful the submarines could have sunk very quickly and the fate of the 250 crew members would have been very serious indeed,” said Andrey Frolov, from Moscow’s Centre for Analysis of Strategies and Technologies.

“I think this accident will force countries that possess nuclear submarines to sit down at the negotiating table and devise safety precautions that might avert such accidents in the future… But because submarines must be concealed and invisible, safety and navigation laws are hard to define,” Frolov said, noting further that there are no safety standards for submarines.

The unthinkable disaster – in the Atlantic’s 41 million square miles – has raised concern among nuclear activists. “This is a nuclear nightmare of the highest order. The collision of two submarines, both with nuclear reactors and nuclear weapons onboard, could have released vast amounts of radiation and scattered scores of nuclear warheads across the seabed,” said Kate Hudson, chair of Britain’s Campaign for Nuclear Disarmament.

“This is the most severe incident involving a nuclear submarine since the Russian submarine RFS Kursk K-141 explosion and sinking in 2000 and the first time since the Cold War that two nuclear-armed subs are known to have collided. Gordon Brown should seize this opportunity to end continuous patrols,” Hudson added. Despite a rescue attempt by British and Norwegian teams, all 118 sailors and officers aboard Kursk died.

“This reminds us that we could have a new catastrophe with a nuclear submarine at any moment. It is a risk that exists during missions but also in port. These are mobile nuclear reactors,” said Stephane Lhomme, a spokesman for the French anti-nuclear group Sortir du Nucleaire.

Nicholas Barton “Nick” Harvey, British Liberal Democrat Member of Parliament for North Devon has called for an immediate internal probe. “While the British nuclear fleet has a good safety record, if there were ever to be a bang it would be a mighty big one. Now that this incident is public knowledge, the people of Britain, France and the rest of the world need to be reassured this can never happen again and that lessons are being learned,” he said.

SNP Westminster leader Angus Robertson MP for Moray has demanded for a government statement. “The Ministry of Defence needs to explain how it is possible for a submarine carrying weapons of mass destruction to collide with another submarine carrying weapons of mass destruction in the middle of the world’s second-largest ocean,” he said.

Michael Thomas Hancock, CBE, a Liberal Democrat Member of Parliament for Portsmouth South and a City councillor for Fratton ward, and who sits on the Commons defence committee, has called on the Ministry of Defence Secretary of State John Hutton to make a statement when parliament sits next week.

“While I appreciate there are sensitive issues involved here, it is important that this is subject to parliamentary scrutiny. It’s fairly unbelievable that this has happened in the first place but we now need to know that lessons have been learnt. We need to know for everyone’s sakes that everything possible is now done to ensure that there is not a repeat of the incident. There are serious issues as to how some of the most sophisticated naval vessels in the seas today can collide in this way,” Mr. Hancock said.

Tory defence spokesman Liam Fox, a British Conservative politician, currently Shadow Defence Secretary and Member of Parliament for Woodspring, said: “For two submarines to collide while apparently unaware of each other’s presence is extremely worrying.”

Meanwhile, Hervé Morin, the French Minister of Defence, has denied allegations the nuclear submarines, which are hard to detect, had been shadowing each other deliberately when they collided, saying their mission was to sit at the bottom of the sea and act as a nuclear deterrent.

“There’s no story to this — the British aren’t hunting French submarines, and the French submarines don’t hunt British submarines. We face an extremely simple technological problem, which is that these submarines are not detectable. They make less noise than a shrimp. Between France and Britain, there are things we can do together….one of the solutions would be to think about the patrol zones,” Morin noted, and further denying any attempt at a cover-up.

France’s Atlantic coast is known as a submarine graveyard because of the number of German U-boats and underwater craft sunk there during the Second World War.
