Police report drug haul seizure worth up to £30 million in Brownhills, England

Monday, December 2, 2013

Police in the West Midlands in England today said nearly 200 kilograms worth of drugs with value possibly as great as £30 million (about US$49 million or €36 million) has been seized from a unit in the town of Brownhills. In what an officer described as “one of the largest [seizures] in the force’s 39 year history”, West Midlands Police reported recovering six big cellophane-wrapped cardboard boxes containing cannabis, cocaine, and MDMA (“ecstasy”) in a police raid operation on the Maybrook Industrial Estate in the town on Wednesday.

The impact this seizure will have on drug dealing in the region and the UK as a whole cannot be underestimated

The seized boxes, which had been loaded onto five freight pallets, contained 120 one-kilogram bags of cannabis, 50 one-kilogram bags of MDMA, and five one-kilogram bricks of cocaine. In a press release, West Midlands Police described what happened after officers found the drugs as they were being unloaded in the operation. “When officers opened the boxes they discovered a deep layer of protective foam chips beneath which the drugs were carefully layered”, the force said. “All the drugs were wrapped in thick plastic bags taped closed with the cannabis vacuum packed to prevent its distinctive pungent aroma from drawing unwanted attention.” Police moved the drugs via forklift truck to a flatbed lorry to remove them.

Detective Sergeant Carl Russell of West Midlands Police’s Force CID said the seizure was the largest he had ever made in the 24 years he has been in West Midlands Police and one of the biggest seizures the force has made since its formation in 1974. “The impact this seizure will have on drug dealing in the region and the UK as a whole cannot be underestimated”, he said. “The drugs had almost certainly been packed to order ready for shipping within Britain but possibly even further afield. Our operation will have a national effect and we are working closely with a range of law enforcement agencies to identify those involved in this crime at whatever level.”

Expert testing on the drugs is ongoing. Estimates described as “conservative” suggest the value of the drugs amounts to £10 million (about US$16.4 million or €12 million), although they could be worth as much as £30 million, subject to purity tests, police said.

Police arrested three men at the unit on suspicion of supplying a controlled drug. The men, a 50-year-old from Brownhills, a 51-year-old from the Norton area of Stoke-on-Trent in Staffordshire, and one aged 53 from Brownhills, have been released on bail as police investigations to “hunt those responsible” continue. West Midlands Police told Wikinews no person has yet been charged in connection with the seizure. Supplying a controlled drug is an imprisonable offence in England, although length of jail sentences vary according to the class and quantity of drugs and the significance of offenders’ roles in committing the crime.

Audio Book College Tape Textbook An Innovative Learning Tool

By Madonna Jeffries

Over the last century since the development of the printing press textbooks have become a standard form of media for the delivery of education to students. The paper textbook is a wonderful resource, however, it is not suitable for every student. Many students suffer from learning disorders, which render them incapable of reading traditional textbooks.

These medical Conditions include (but are not limited to):

* Asperger Syndrome

* Attention Deficit Hyperactivity Disorder * Autism * Autistic Disorders * Dyslexia * Fetal Alcohol Syndrome * Reading Disorders * Rett Syndrome

By suffering one of these conditions it can affect the students ability to read and this in turn leads to them experiencing learning difficulties. In addition, children who are vision impaired cannot use traditional printed textbooks to assist them in the learning process.

In recognizing the special needs of these students text book publishers have begun to produce the audio book college tape textbook and this has certainly assisted the affected student in the learning process.

A Special Textbook That Meets Special Needs

The audio book college tape textbook has become a particularly popular and effective alternative for students with special needs. This group tends to include those students who possess a disability for reading print, due to blindness or visual impairment, a physical disability, or a learning or reading disability. Specifically, students who demonstrate specific reading problems should be encouraged to actively embrace the concept of an this type of textbook.

The college textbooks on tape are voice recorded versions of the standard class textbooks. As the majority of these books are recorded on 4-track cassette tapes you will usually require a special 4-track tape player to listen to the textbooks. With advancements in technology many of these textbooks are now being produced on CDs in digital format and are replacing the analogue formats on cassette tapes.

Talking Textbooks – Effective Learning Tools

These learning tools are only effective and beneficial when they are used properly. To have optimum success it is essential that the teacher and student understand the underlying problem and work closely together to ensure that the required audio book college tape textbook is available when required. The student and their carers should be well briefed on how to operate the the tape textbook to allow the child to participate with other class members using the traditional print textbooks.

Even though audio book college tape textbooks are designed to assist all children suffering from reading or learning difficulties, it is important to remember every student is an individual and what works for one student may not be suitable for others. In recognizing the individuality of each student the audio book college tape textbook may, in some circumstances, require minor or even some significant modifications to enable the affected student to benefit from the initiative.

Many students affected by reading and learning difficulties will, because they are very conscious of their problem, reject the audio book college tape textbook concept. It is vitally important that their carers, teachers and fellow students encourage the student to actively embrace the concept and by doing so this will help them attain an education on par with that of students without reading or learning difficulties.

Astronomer tells Wikinews about discovery of closest black hole known so far

Friday, May 22, 2020

A study published in journal Astronomy & Astrophysics last month reported astronomers from the European Southern Observatory (ESO) and elsewhere discovered a black hole in the Telescopium constellation. The study stated the black hole is about 1010 ± 195 light years (310 ± 60 parsec) away from the Solar System, meaning it is the nearest known black hole from the Earth. The nearest previously known black hole — V616 Mon — the study noted was usually estimated at more than 3000 light years away.

The black hole described in the study is located in the HR 6819 stellar system of Telescopium constellation, making it the first system visible to the naked eye to contain a black hole. HR 6819 contains two stars, and they are visible from the Southern Hemisphere. The astronomers started observing the system in 1999. Initially, they thought it was just a binary system, consisting of two stars. However, upon examination, the researchers concluded there was a third unseen object in the system. One of the two stars in the HR 6819 system is close to the black hole and orbits the black hole in just 40.333 ± 0.004 days.

This newly discovered black hole does not have an accretion disk. A black hole forms an accretion disk when a significant amount of matter orbits the black hole, as depicted in the image. Accretion disks often emit electromagnetic radiation. Since this black hole does not have an accretion disk, researchers had to rely on the gravitational effect of the black hole on the nearby star in order to discover it.

Researchers used the binary mass function to conclude the black hole had a mass of at least 4.2 M? (Solar masses; 1 Solar mass = mass of the Sun). Its companion star, which orbits the black hole in about 40 days, is classified as a B3 III star. The outer star is classified as a Be star. Be stars rotate very quickly around their axes. Since the outer star rotates so rapidly, the star is not exactly spherical, but instead oblate, bulged at its equator, forming a gas disk around the equator.

The research suggested HR 6819 was very similar to another system LB-1. The HR 6819 system is estimated to be between 15–75 million years old (myr). The inner star has estimated mass of at least 6.3 ± 0.7 M?. Using the mass and the speed at which the inner star rotates, the researchers concluded the black hole had an estimated mass of 5.0 ± 0.4 M?. Researcher and co-author of the study Thomas Rivinius told Wikinews the inner star and the black hole are closer than the Sun and the Earth (1au; 150 million km; 93 million miles).

The researchers dedicated the paper to Stanislav Štefl, one of the fellow researchers who died in a car accident in 2014 in Santiago, Chile.

Wikinews caught up with Thomas Rivinius to discuss about this discovery.

UK Chancellor of the Exchequer makes 2005 Budget speech

Wednesday, March 16, 2005

The United Kingdom Chancellor of the Exchequer, the Right Honourable Gordon Brown PC MP, in a speech to the British House of Commons today presented his ninth Budget, what is very likely to be his last Budget before the next UK General Election. This opened the parliamentary debate on the 2005 Finance Bill, and was followed by responses from the opposition parties.

In a 48 minute long speech, the Chancellor presented a Budget of “tax cuts that are reasonable, spending that is affordable, and [economic] stability that is paramount”, that was “the prudent course for Britain”. There were few surprises that had not already been indicated in his 2004 pre-Budget report. The increase in the threshold on stamp duty was greater than that forecast by commentators, as was the amount of the Council Tax rebate to households with pensioners.

Over 60 illegal miners die in South African mine fire

Wednesday, June 3, 2009

Over 60 miners were killed in an abandoned gold mine shaft near Welkom, in the Free State province of South Africa, after a fire broke out inside the mine.

36 bodies from the Harmony Gold mining company Eland mine shaft were brought up earlier on the weekend from depths up to 1.4 kilometers (1 mi). On Tuesday, 25 more bodies were recovered by other illegal workers.

“We suspect there was a fire on the 18th of May. We never saw any smoke. Over the weekend [30 May] we were informed by other illegal miners that people had died,” said Tom Smith, Chief Operating Officer for Harmony’s South Region, “The bodies are not burnt. It seems more of a case of gas or smoke inhalation. I don’t know if there are any more bodies down there, we just have to wait.”

The workers may have died from poisonous gasses, smoke inhalation, suffocation, cave-ins or carbon monoxide poisoning.

Harmony gold mine will not send anyone in to the mine as the conditions are extremely dangerous and abandoned shafts are without safety equipment. Illegal workers may gain access bypassing security at one mine site, and exit via a series of interconnected underground tunnels many miles away.

Harmony is internationally the fifth largest gold mining company and has bought up old, abandoned mines.

Police were seeking relatives to help identify the bodies, and are instigating an investigation into the circumstances.

Almost 300 “gold pirates” were arrested over the past two weeks at the Eland mine shaft alone. Thousands of illegal workers can be underground, and remain working for weeks and months continuously. “These are ex-miners and unemployed people – we need to target the syndicates,” said Smith.

There are over 4.18 million unemployed in South Africa due to the economic decline, and another 1 million may soon join the ranks.

Susan Shabangu, the minister of mining, extended her condolences.

Welkom, with a population of over 400,000 is located 160 kilometers (99 mi) northeast of Bloemfontein, the provincial capital.

Vital Records Agency Information And Data Security Best Practices

By VitalChek Staff

Vital Record agencies are confronted with information and data security issues as important concerns in today’s technology-enabled world. Companies and government agencies nationwide strive to ensure that only authorized people receive sensitive data. Still, fraud involving documents such as birth certificates occurs. The U.S. passport offices and Immigration and Naturalization Services report that 85 percent and 90 percent respectively of fraud cases involve use of bona fide birth certificates.

This article discusses how ChoicePoint and VitalChek recognized that information and technology can help manage the risks facing government agencies. It is important for Vital Record agencies to strengthen privacy protection and security programs through the implementation of policy and technology.

Vital Record Industry Data Security and Information Privacy Programs:

Several best practices have emerged in the Vital Record Industry. Taking the top-down approach has been the strategy of ChoicePoint. The company limits both internal and external access to sensitive data in addition to truncating or masking personally identifiable information such as individual Social Security numbers or dates of birth in all but a limited set of circumstances. To stay ahead, leading technology is required.

Maintaining updated technology is another way ChoicePoint and VitalChek help provide current security measures for their employees and customers. For example, ChoicePoint utilizes intrusion detection software to prevent hackers from stealing information, application scanning services to detect for system vulnerabilities, e-mail detection software to detect outgoing e-mails containing sensitive personally identifiable information, and a knowledge-based authentication tool used to verify applicants’ identities.

Importance of Privacy Education with Customers and Employees:

Educating customers and employees is an important component of a vital record agency privacy and information security. Privacy policies and procedures should be designed to protect consumer information from misuse. Such policies and procedures should be audited on a regular basis to ensure they are working properly. Below are customer and employee privacy education best practices for vital record agencies.

Customer education and support efforts include:

– Providing a consumer hotline to report suspected fraud

– Obtaining on-line privacy seals for consumer oriented web sites – Establishing a dedicated privacy Web Site with privacy practices, principles and policies information

Employee education efforts include:

– Requiring all employees to successfully complete mandatory privacy and information security training each year

– Providing social engineering training to certain employees as part of mandatory information security awareness training – Requiring password reviews and forced password changes to ensure passwords meet minimum security standards – Establishing an employee and fraud hotline for reporting suspicious incidents

State of Pennsylvania – a Case for Statewide Information Connectivity:

Portal to Aid in Applicant Identity Verification In 1995, a Pennsylvania special legislative session resulted in new laws providing innovative tools to help law enforcement officers combat crime. One of these new laws brought about the creation of Pennsylvania’s Justice Network (JNET), an integrated justice portal that provides a common online environment for authorized users to access public safety and criminal justice information. The Pennsylvania Division of Vital Records utilizes The JNET system to help verify the identity of their vital record applicants.

When a Pennsylvania resident mails in an application for a Pennsylvania vital record, a government issued photo-ID (such as a copy of his or her Pennsylvania driver’s license or non-drivers license photo-ID) is also required for comparison with the license on file at the Pennsylvania Department of Transportation (PennDOT). Once the Division of Vital Records ensures that certain information matches the copy of the applicant’s license, the applicant’s identity is verified. In addition, walk-in, or counter, applications can be immediately verified with the JNET system.

To ensure security throughout its infrastructure, the JNET program relies upon policy, secure connectivity and role-based entitlements. Access to JNET is limited and requires signed confidentiality agreements and mandatory training seminars. JNET is also a secured system, with managed public key infrastructure (PKI) for both data encryption and digital certification.

The Pennsylvania JNET system is an example of strong cooperation among public safety partners covering more than 85 percent of Pennsylvania’s population, and successfully connects the criminal justice information of all 67 counties, 54 state agencies and 39 federal agencies. The JNET approach to sharing information was even cited as a national model by the National Governor’s Association for Best Practices.

The Pennsylvania JNET system requires mutual support of local, county, and state agencies, yet Pennsylvania has seen great results from this cooperation. Mr. Yeropoli feels extending this approach to other states, including inter-connectivity of motor vehicle files, could be beneficial for identity verification of applicants no longer residing in the state where they were born.

State of Virginia – a Case for Stronger Vital Record Applicant Identity Verification and Authentication:

The Virginia Office of Vital Records realized that knowing their customers and understanding the reason they are requesting sensitive data may help detect any suspicious or potentially fraudulent activity and may even help reduce the potential risk of fraud or identity theft.

During the aftermath of 9/11, Virginia discovered that they were receiving Virginia online birth certificate requests from victims who had died during the terrorists’ attacks. Since decedents could not apply for their own records, the state was instantly alerted to the fact that some individuals were attempting to fraudulently obtain birth certificate copies.

At the time, Virginia had several options for customers to obtain certified birth records: mail-in, walk-in (or counter) and expedited online applications. Both the mail-in and walk-in requests required a driver’s license to prove identity; however, online requests did not require the applicant to send in proof of identity.

Recognizing stronger online customer security was needed, Virginia looked for a simple solution that could streamline customer authentication with the easy online order process. In addition, Virginia wanted to offer telephone ordering as another option for its customers and needed a way to verify the identity of these applicants. The agency found its answer by using ChoicePoint’s ProCheck and ProID knowledge-based authentication solution. Virginia became the first state to use this technology for applicant authentication and verification.

The Virginia Office of Vital Records now has strong applicant identity controls to help protect against credit card fraud and identity theft, using technology to authenticate the applicant’s identity with an online knowledge-based authentication quiz to which only an applicant should know the answers.

According to Janet Rainey, the current Virginia state registrar, since the implementation of ProCheck and ProID, Virginia has had no major incidents of issuing fraudulently obtained vital records. For the 12 month period of March 2006 to March 2007, Virginia has experienced a 90 percent passing rate on the ProCheck identity verification and a 95 percent passing rate on the ProID authentication quiz.

Huge interest takes Wikileaks offline

Saturday, March 29, 2008

The Wikileaks website, which publishes sensitive and censored material submitted by anonymous contributors, has experienced unprecedented levels of Internet traffic today through public interest. This interest has caused the website’s servers to be unable to meet the demand of over 164 gigabytes of download traffic within twenty-four hours, leading the site to be temporarily inaccessible.

The film Fitna, directed and produced by Dutch politician Geert Wilders, has caused controversy for its presentation of Wilders’ negative view of Islam as being committed to world domination and acts of terrorism. A trailer for the film was widely uploaded to many video sharing sites, including YouTube and Google Video; this met with anger from Islamic nations, the debacle culminating in Pakistan’s government ordering the nation’s internet service providers to block the YouTube site. This caused YouTube to be inaccessible to residents of other countries whose Internet service providers’ equipment automatically began routing traffic to YouTube via Pakistan Telecom’s servers, due to their ban accidentally propagating to other providers. Ultimately, YouTube acquiesced to the demands made by Pakistan and other organisations, in exchange for access being restored. The site LiveLeak originally hosted a copy of the trailer, which has now been replaced with a video message stating that the lives of their staff have been put at risk due to hosting it.

As a consequence of this censorship, Wikileaks mirrored the video, receiving heavy access traffic through hosting one of the few copies remaining on the Internet. Wikinews has obtained an exclusive statement from a representative of Wikileaks, affirming that the site has not been taken off-line due to external pressure, and is instead suffering technical problems due to this high demand. The representative gave the following statement:

It seems that due to a more than less overwhelming interest in the Fitna video and recent other media coverage from the protests in Tibet, as well as a few dozen new documents leaked on the portal in the last few days, parts of the portal have given up service and need a few warm words from a friendly Wikileaks operator. Please standby, the portal will be back soon.

Wikileaks gained recent public attention in the Bank Julius Baer vs. Wikileaks lawsuit, following publication of leaked documents that were alleged to provide evidence of money laundering, tax evasion and asset hiding by Swiss financial institution Bank Julius Baer. The documents are said to have been uploaded by Rudolf Elmer, a former chief operating officer of the bank’s Cayman Islands division, who was sacked following an investigation by the bank that involved polygraph testing. Wikileaks has not, however, stated that Elmer was the source of the documents. Bank Julius Baer sought an injunction against the operator of Wikileaks’ domain name, Dynadot, to remove access to the site from the Wikileaks.org domain; this was granted by the U.S. District Court for the Northern District of California. The site was consequently inaccessible through this domain, although access could be obtained through many alternate addresses. Following activity by organisations such as the Electronic Frontier Foundation and the American Civil Liberties Union, who sought to defend the right to free speech that Wikileaks relied upon, the lawsuit was dropped and access was restored.

Chinese fishing boat hijacked off coast of Cameroon

Sunday, March 14, 2010

The Chinese embassy in Cameroon said earlier that a fishing boat was hijacked off the coast of Cameroon. Seven Chinese fishermen were kidnapped in the incident, which happened on Friday, and a group called the “Africa Marine Commando” claimed responsibility, according to an embassy official.

“We are working together with the Cameroon authorities on ways and means of seeking their release,” the official said. The ship was hijacked “in international waters off Bakassi“, a peninsula in southwestern Cameroon.

The Chinese news agency Xinhua quoted the Chinese embassy as saying that the kidnapped fishermen were being fed, and their lives were not in danger.

The Agence France-Presse news agency quotes a source close to the investigation of the incident as saying that authorities from both Cameroon and China “are working jointly to secure their release,” and that the fishermen were on a trawler when they were kidnapped.

Rent A Shipping Container Five Factors To Consider

Submitted by: Geoff Fargo 1

Shipping containers are one of the most widely used methods for moving large quantities of inventory or personal belongings across continents or overseas.”

If you have the need to use one, you might think about renting a shipping container. However, there are a few factors to think about before you do so. The first factor that you must consider before you rent a shipping container is how long you will need the container for. When you sign a rental contract, chances are that this will be for a set length of time, perhaps six months to one year. This is usually open to negotiations. If you are only using the container once for a move, then you will most likely only need it for a couple of months.

The second factor to consider is the condition of the container. It’s always a good idea to take a look in person before you agree to rent a shipping container. Be sure to open up the container, and walk around inside to spot any potential flaws. The third factor to keep in mind is the material of the shipping container, and how well it has held up over time. Some are constructed from wood, for example, which could potentially rot or deteriorate. Strong steel containers are preferred for longer voyages, but this will depend on your budget and shipping needs.

There is a fourth factor to consider, and that has more to do with the company or vendor that you are renting your container from. Before you agree to rent a shipping container, it’s a good idea to make a list of questions in advance about the company’s history and experience. Be sure to ask for references, so that you can speak to former clients about their shipping experiences. If the company hasn’t been in business for very long, that is not necessarily a reason not to use their services, but you should be extra cautious that they know what they are talking about.

Finally, the fifth factor to think about before you decide to rent a shipping container is related to security issues. If you are going to be entrusting a shipping company to move your inventory or personal items for you, you want to be sure that you container is in top shape. This includes having a lock box. It’s also recommended to conduct research into the background of the founder of the company that you use, so that you feel comfortable with your shipping arrangement.
