Minimizing Bias In Organizational Surveys: Guidance For The Practical Researcher

‘Human capital management’ is corporate-speak for an organization’s collective effort to manage its people’s activities. Survey research plays an important role in today’s human capital management. This article is focused on bias in organizational research, and how to avoid it.

Most successful businesses engage some form of survey research within their enterprise. Every large employer wants to reduce employee turnover. Attitude surveys identify what perceptions most contribute to an employee’s intent to stay. Research programs are designed to drive innovation in customer service. They are used to identify personality traits associated with a company’s top-talent, investigate communication strategies that most successfully promote them, and the list goes on.

Of course, capitalizing on knowledge gained through research depends ultimately upon data quality. The greatest threat to data quality is bias, in one of its many forms. So, what is bias? Where does it come from? And how can you escape it?

Bias is hard to define, but you know it when you see it. Bias is systematic. When a patient satisfaction survey neglects to ask items regarding the amount of time spent in the waiting room versus spent with the doctor, it is likely to yield skewed results. If an interviewer smiles and consistently shakes his head yes while asking questions, the survey is likely to yield fewer ‘No’s’ than it might otherwise.

These examples are obvious, but bias is usually far more nonchalant. Despite the best intentions of consultants and program managers, bias creeps into research programs. It’s more often not the deliberate mischaracterization of findings, or the creation of self-serving survey questions. On the contrary, it’s typically unintentional, yet remains an ever-present threat to quality.

Consider a patient satisfaction survey administered by a clinic’s office manager. The intention of the survey is to utilize patient feedback to improve service models – aid efficiency, reduce cost, increase patient retention, increase referrals and most of all improve the quality of care.

When the staff finishes the medical requirements of the patients’ visits, the office manager encourages the patients to provide experiential feedback in the form of a survey. But, when the office gets busy, the survey is the last thing on anyone’s mind. And the harder it is to meet patient needs, the less satisfied they become. These are precisely the patients we want to survey, because when the office is slammed, quality service is at its most vulnerable. And these patients experience it first hand, so they are in position to help the office learn how best to mitigate the effects on service. However they won’t complete a survey before they leave the office.

Whatever results are ultimately compiled will yield inflated service ratings. The design for data collection is biased in that it will, systematically, exclude less favorable responses. Service ratings will be higher than the service deserves. And, the clinic’s director won’t know how her clientele feels about the practice – until they decide to place their care in the hands of a ‘better’ provider. To expand this example further, note that the clinic’s staff has a direct short-term incentive to report only the high service rating they receive, as they may fear some type of retribution – no bonus, or termination – for receiving low ratings. The unbiased reader knows however that it is in the entire clinic’s long-term interest to analyze and act upon the more critical, more constructive, survey results.

This example depicts one of a million ways that bias can destroy a survey’s usefulness. So, how can managers and business professional’s best avoid introducing bias into their research efforts? Most influences of bias can be managed out of the project before the first survey is sent into the field. Consider these tips:

1) Hire an outside consultant.

The goal of research is to obtain knowledge. It is nearly impossible for someone who is close to a customer, or an employee, or a company program, to remain objective about it. A researcher’s independence is vital to a program’s success. I know you’re thinking, ‘Consultant, eh? Sounds expensive.’ I encounter this response every day. Many organizations choose to handle such projects internally, but soon realize that the time commitment required to do it right is more than they expected. So, they choose to do it quickly, and you guessed it: data quality suffers. Often, they end up doing more harm than good.

An outside consultant is free to provide stark opinions, feedback and criticism without fear of upsetting the status quo. He or she can promote the inclusion of survey items that serve the interest of knowledge and action, rather than the interests of inter-organizational cliques. Why let a plumber do your taxes when accountants are freely available? Trust me. Hiring a professional is a good idea.

2) Hire a ‘good’ outside consultant

Business moves fast. But, research moves slowly. Remember the last time you walked through a dark room feeling for the light switch? We conduct research precisely because we don’t what we’re looking for. Consulting is the act of drawing insight from research at the speed of business. That means, in addition to being well-educated and tactically skilled enough to handle software and statistics, he or she must also be well-spoken, well-credentialed and highly presentable. A scientist and a ‘people-person’ is worth his or her weight in gold.

3) Develop sound content

Take a 360-degree approach to content development. Get as much input as possible before putting a survey in front of all your employees or patrons. Leadership has primary accountability for the survey’s results. When they are comfortable with it, ‘pilot’ the survey with a handful of recipients. Or two handfuls or more. Encourage them to discuss the entire survey, its content, process and purpose. Ask them questions like, ‘What were you thinking about when you answered that question?’ Take notes, and encourage criticism. You, your respondents and your stakeholders will be far more pleased with the final result.

4) Commit to Transparency, Openness and Honesty

Before the survey process gets underway, it is important to make known to all stakeholders that it’s coming and what the timeline milestones entail. Explain the goals. Encourage input from all parties. Make sure leadership avails themselves to answer questions and comments as they arise. The best way to encourage honest survey responses is for the survey sponsor to make an honest appeal for them.

Oh yes, and introduce your consultant, and his or her firm. Be sure he or she is equally available to answer questions and concerns. Generally, people are more likely to provide open and honest, critical feedback to an outsider, rather than directly to their boss, or coworkers. This is especially true if anonymity of responses can be guaranteed (a much easier sale to make if using an outside consulting firm). It will also make it easier to report and present all results – not just favorable ones.

5) Take action on results

Opportunity for targeted action is the ultimate prize of research. No one wants to end up with a bunch of ‘nice-to-knows’. They want to know how their feedback will help you make their worlds a better place. And if their happy, you’re happy so it’s a win-win scenario.

First, publicly present the results. Encourage dialog about everything, the good, the bad and the ugly, the process the results and next steps. Then, plan and make adjustments and improvements based on the resulting discussions. Doing nothing indicates to your stakeholders that their feedback is unimportant. How rude!

Finally, and most-importantly, re-measure. If you’re interested in organizational change, and a consulting firm encourages a one-time survey, it’s time to find a new consultant. How would you measure progress without a baseline for comparison? And the best baseline for comparison is you’re last measurement.

The five steps listed above are discussed at a high level. But, it’s our belief that careful consideration of these components will help to ensure unbiased results in your research endeavors. And you might end up with a better business to boot.

Israel undergoes major emergency drill

Israel has tested its readiness for a state of war and emergency by testing its emergency services and shelters on a national scale.

The drill is to be analyzed in order to determine the elements which need to be corrected and fixed, and Israel’s emergency readiness is to be assessed.

Israeli school children were told to hide under their school tables as part of the drill, which officials claimed to be the biggest drill ever in Israeli history.

Syria has claimed, in return, that the drill is intended as a battle readiness exercise and claims that Israel is preparing for war.

Western Australia Nationals MP Vince Catania to resign from state parliament

Nationals MP Vince Catania, who represents North West Central, will resign from Western Australia’s Parliament in August, reports indicated Friday.

Catania has served as an MP in both the lower and upper house in Western Australia’s state parliament since 2005. Initially serving as a Labor MP, he joined the Nationals in 2009.

Catania said on his resignation that “this decision comes after much soul-searching and consideration and with mixed emotions after a long career spanning more than seventeen years in the Western Australian state parliament”.

He noted the size, diversity and remoteness of his electorate, stating “having spent 17 years of working in the largest electorate in Western Australia to the best of my ability, that means being away from home for half a year and it’s not fair to the family who’s suffered over that period of time”, adding “it’s well and truly time for me to put my family first”.

Catania is married with five teenage children. In 2011, Catania lost his driver’s licence for speeding, which he blamed on the exceptional breadth of North West Central.

Catania is one of only six opposition MPs in Western Australia’s 59-seat lower house, and his resignation will result in a by-election in North West Central. He narrowly won the seat at the last election in March 2021, with a 8.4% swing to Labor cutting the two-party-preferred margin between the two major parties to 1.7%.

He led an ultimately abortive 2019 bid to remove Jacqui Boydell from the role of Nationals deputy leader, which failed after state Nationals leader Mia Davies threatened to resign if the spill motion was proposed.

Brazilian Medicine Council against Cuban privileges

The Brazilian Regional Council of Medicine has protested against a Ministry of Education decision to accept the diplomas of Cuban medical school graduates without subjecting them to a more rigorous evaluation process.

Under the Brazilian 44045 Edict of July 19, 1958, all students of Medicine, Brazilian or non-Brazilian, who studied in a foreign institution must undergo a strict evaluation before their professional registration is granted. The law aims to ensure that the physicians who graduated at foreign universities are properly prepared for and familiarized with the particular medical conditions of Brazil. Some diseases like malaria and dengue for example are very rare in some countries but are more common in Brazilian territory.

However the Brazilian Ministry of Education (MEC) has come to an agreement with the Cuban government to allow medical students who studied in Cuba to go through a less rigorous examination. Furthermore the MEC wants to exempt the students from the Cuban Escola Latino Americana de Medicina (Latin American Medicine School) or ELAM located in Havana from the examination. Under the agreement, the diplomas of ELAM students would be automatically recognized as valid in Brazil. The Brazilian President Luiz Inácio Lula da Silva signed the endorsement of this agreement last year during his visit to Cuba.

The Brazilian Regional Council of Medicine from São Paulo is opposed to the idea of accepting the Cuban diplomas and is to dispute the deal in Court. The council says the government decision is unfair and disadvantages Brazilian students. It also says that the decision puts the Brazilian community at risk because of differences between Cuban and Brazilian medical education. Cuban physicians are prepared for Cuban conditions and necessities in health which differ from Brazilian ones. Additionally the council argues that the decision is against the law because the Brazilian 44045 Edict demands that all medical students from foreign schools have to pass a careful examination.

The Cuban First Secretary of Technical and Scientific Collaboration in Health, Filisberto Perez, recognizes that both Brazil and Cuba have different models of apprenticeship in medicine. However he believes that Cuba and Brazil can recognize each other’s diplomas without difficulty.

Early this year, a team of Brazilian inspectors visited the leading medical schools in Cuba to evaluate them so the degrees can be formalized.

The MEC’s decision has angered some Brazilian students. “Why would I study for two years so I could get admitted to a Brazilian school if it would be easier to “buy” my diploma in Cuba?” asks Artur Oliveira Mendes in a email sent to a academic organization. He added: “…our schools of medicine are demoralized before the president’s declaration.”

The Brazilian students who are in Cuba were selected by the PT, PCdoB, and MST.

Senator José Agripino Maia (PFL) asked the Minister of Education Tarso Genro to explain before the Senate Education Commission why the students from Cuba are being favoured by the Brazilian government.

IBM to launch software that works on Linux, Windows and Macintosh

On Sunday the representatives of International Business Machines Inc. said that the company will launch its new desktop software system for businesses. IBM’s new product is called “Open Client Offering”. The company hopes that its product will put Macintosh or Linux software on a more equal footing with Windows.

The Open Client Offering software was developed by IBM in-house, as well as with partners like Novell Inc. and Red Hat Inc. It is to answer the questions regarding the cost-effectiveness of managing Linux or Apple desktop personal computers alongside Windows PCs.

IBM officials stated that Open Client Offering will allow enterprises to use the same software on Windows, Linux or Apple’s OS X. It will be unnecessary for companies using Open Client to pay Microsoft for licenses for operations because these will no longer rely on Windows-based software.

Scott Handy, IBM’s vice president of Linux and open source, stated that the company worked together with the open source community and in the end found a way to develop a software that is able to function regardless of the operating system.

To create an alternative to Microsoft, IBM is going to offer Open Document Format software that the company developed for word processing, spreadsheets or presentations, instant messaging and blog tools and Internet Explorer’s long time rival – Firefox Web browser.

The software developers at IBM believe that the usage of Open Client Offering can cut the cost of managing applications as well as maintenance and cost regarding customer support on company networks that require other software rather than Windows.

PSA Peugeot Citroen, being the second largest car manufacturer, signed a multi-year agreement with Novell, which is the provider of Linux software, to run Linux on its 20,000 desktop PCs. In addition Linux will be installed on 2,500 server computers.

RedMonk’s analyst, Stephen O’Grady, said that today there is a strong appetite for Windows alternatives. However, he said, this doesn’t mean that the alternatives are to displace Windows wholesales. O’Grady outlined that no one is going to significantly damage the desktop dominance of Microsoft.

“PGR4” pre-launch in Taiwan: TOP Drivers’ Derby

After the launch of “Halo 3” on Tuesday (September 25), Microsoft promoted a brand new Xbox360 racing game “Project Gotham Racing 4” (PGR4) with a friendship match as a “TOP on TOP” competition between Taiwanese World Cyber Games (WCG) PGR3 Delegate You-cheng Liu and “Drift Master of Taiwan” Po-hsiung Chou at YAMAHA MotorTown in Taipei City, Taiwan.

Before the friendship match, Cary Chen (Senior Product Marketing Manager of Entertainment and Device Division, Microsoft Taiwan) show the new features on PGR4 to the press, VIPs, and guests and praised the “PGR” game series with the “Kudos” skill points. He remarked that in the “PGR4”, not only joined new car type and racing motorcycles, but also add Dynamic Weather System feature for the performance of new different type experiences on weathers, driving, and racing lane.

Chen also remarked that PGR series is surely respected because of the racing game competition factor on WCG from 2006. This “PGR” series can realize lots of dreams of players on making some special skills which can’t be done on reality. With the Xbox Live linking, PGR series has successfully made a great achievement.

After the presentation and demos, Microsoft Taiwan held a friendship match. Before the match, Y. C. Liu welcomed P. H. Chou with Chou drove a BMW car to the main entrance. After the entrance, the match started. With the witnesses of VIPs, press, and players, Liu won the friendship match by the turning fault of Chou. Even though Chou wanted to invite Live as a racer in reality after the match, but Liu temporarily declined with his consideration.

Microsoft Taiwan announced that the Chinese Version of “PGR4” will be available on October 5, and welcomed players competing with “I want ‘PGR4’ Helmet!” photo competition. And also, “Yamaha PGR4 Cup – Taiwan Driving Master Championship” will be held and set qualification section in October and final section in December of Information Month in Taipei.
